If you are already comparing PandaDoc and DocuSign for ordinary e-signature work, the useful answer changes with four measurable inputs: how many people send documents, how many signature requests you expect in a year, how your PandaDoc uploaded documents cluster within a calendar month, and whether you need custom branding.
There is no universal winner. PandaDoc can be a legitimate permanent $0 result for a light-use team. PandaDoc also has the lower exact paid no-branding floor once its Free yearly send allowance is exceeded. Light use without custom branding: PandaDoc Free can legitimately cost $0
For 1–3 senders, PandaDoc Free qualifies when the account stays within both verified limits: no more than 60 document sends per year and no more than 5 uploaded documents in the busiest calendar month.
Those are separate limits. The 60-document rule is the yearly send allowance. The 5-document rule is a calendar-month sublimit specifically for uploaded documents. PandaDoc’s current billing guidance excludes templates and editable documents from that monthly uploaded-document sublimit.
PandaDoc Free also should not be treated as a one-sender plan. Current PandaDoc documentation allows unlimited account users or team members, and team members can create documents and send them for e-signature. No branding after the Free yearly allowance: PandaDoc Starter is the lower exact paid floor
Once yearly send volume exceeds PandaDoc Free’s 60-send allowance, PandaDoc Starter is $19 per seat per month billed annually and includes unlimited ordinary e-signature sends.
At that volume, DocuSign Personal is not a substitute annual bucket. Personal is $11 per month on an annual commitment for one user, but its allowance is 5 envelopes per month. It should not be described as 60 pooled envelopes that can be used at any point in the year.
For the exact paid comparison after PandaDoc Free is exceeded on yearly volume, DocuSign’s relevant published team floor is Standard at $30 per user per month on an annual commitment. While DocuSign remains within its published included allowance, PandaDoc Starter is therefore the lower exact no-branding paid floor.
If PandaDoc Free fails only because more than 5 uploaded documents land in one calendar month while yearly sends remain within 60, do not convert that into a generic ‘more than 5 sends in a month’ rule. The monthly limit is about uploaded documents, not all sends; templates and editable documents are excluded from that sublimit.
Custom branding: DocuSign Standard reverses the published price advantage
Custom branding changes the plan floor. PandaDoc requires Business at $49 per seat per month billed annually. DocuSign Standard includes customized branding at $30 per user per month on an annual commitment.
As long as DocuSign use remains within its published allowance of 100 envelopes per user per year, Standard is the lower exact pairwise subscription price for this branding requirement.
For a two-user team, for example, PandaDoc Business is $98 per month equivalent while DocuSign Standard is $60. For three users, the comparison is $147 versus $90. These examples assume the DocuSign envelope allowance is sufficient; they do not extend through the overage zone.
DocuSign Business Pro is currently $45 per user per month and carries the same published 100-envelopes-per-user-per-year allowance. It is useful context, but it is not the modeled branding floor because Standard already includes custom branding.
PandaDoc Free: keep the two quota tests separate
The most important Free-plan check is to avoid flattening two different PandaDoc rules into one.
First, the account has a yearly allowance of 60 document sends. A team expecting 48 ordinary sends across the year can remain inside that limit; a team expecting 61 cannot.
Second, uploaded documents have a separate limit of 5 per calendar month. A team can be under 60 yearly sends and still fail the Free qualification if it uploads 6 documents in one calendar month. DocuSign Standard and Business Pro currently publish an included allowance of 100 envelopes per user per year. DocuSign also states that additional envelopes can be billed pay-as-you-go or handled through pre-purchased or customized allowances.
The public US pricing surface does not publish a deterministic self-serve per-envelope overage rate that lets ChoiceSpec calculate an exact total. Once your use exceeds the included allowance, the DocuSign side of the comparison therefore becomes a price-check outcome.
